California Highway Patrol officers quoted by the Monterey County Herald newspaper said passengers had been thrown from the bus after it crashed at an overpass near Soledad, 213 kilometers south of San Francisco.
Television footage of the incident showed emergency services workers carrying bodybags from the crash, with the bus resting on its side.
Police said the bus, reported to have been carrying around 40 passengers, had been traveling to Los Angeles when it crashed. The CHP was not immediately available for comment.
