Thanks to the non-initiation of the yearly staff approval process, thousands of teachers working on contractual basis in junior colleges across the district have not been paid for the last five months.
“Generally, every year, the government renews approval for the teaching staff as per student-teacher ratio. This process concludes by September-end. But this year, the process is yet to commence. It is based on this process that institutes can seek approvals for new teachers,” Santosh Phasge, president of Pune District Junior Teachers Association, told mid-day.
He added that every educational institute has teaching staff that is divided into two categories. “While one group comprises staff members who are permanent, the other group has members who work on clock-hour basis (CHB). Those falling under the CHB category have to renew their approvals at the beginning of every academic year. Since the approvals haven’t been confirmed, teachers hired on contractual basis haven’t been paid since June.”
A senior official from the deputy directorate of education (Pune), said, “This is an unacceptable lapse by the secondary education department. Ironically, a few of the districts had started the staff approval process much before the commencement of the academic year. But the process was halted midway, after the department said it would introduce new software to make the job easier. However, neither has the software been introduced nor have the temporary teachers received their confirmations till date.”
Despite repeated attempts, State Education Director (Secondary) Sarjerav Jadhav was unavailable for comment.
